2020 BUDGET IMPLEMENTATION: GOVT TASK STWC ON RESULT-BASED MONITORING

In its bid to achieve implementation of citizen's budget, the Ogun State Government has put in place, a viable monitoring and evaluation mechanism through its Technical Working Committee (STWC).

Speaking at a technical workshop on planning, Monitoring and Evaluation of the implementation of the year 2020 budget, held at Oke-Mosan, Abeokuta, the State Commissioner for Budget and Planning, Mr. Olaolu Olabimtan said the Governor Dapo Abiodun led administration was committed to achieving at least, 70 percent budget performance towards ensuring Government gets value for its investment.

Olabimtan while addressing participants at the forum, who are mainly Directors of Planning, Research and Statistics, as well as those in charge of Monitoring and Evaluation at Government Ministries Departments and Agencies (MDAs), said Governor Abiodun was determined to deviate from the practice of the past by deepening evidence based decision making strategy that would ensure inputs and resources achieve the desired outputs.

 While affirming that planning, Monitoring and Evaluation would no longer be jettisoned, Olabimtan said directors of PRS, as well as those monitoring and evaluating MDAs, who are members of the committee would be actively involved in establishing verifiable database for government by reporting activities, performances and outcomes or impact of all projects and expenditures, as contained in the 2020 budget.

The Commissioner hinted that the Committee was also expected to summit report to the Ministry, monthly, quarterly, semi-annually and annually, which would massively help to monitor and evaluate projects accordingly.

Permanent Secretary in the Ministry, Mrs. Funmilayo Dada, while delivering her paper titled, "Understanding Planning, Monitoring and Evaluation, said planning was key to successful implementation of Budget performance, explaining that the essence of adopt citizen budget in the State was to embark on projects that would have positive impact on the people.

She charged members of the committee to be diligent, focused and realistic in order to achieve a measurable result.

On his part, the Director Planning Research and Statistics, Akinyemi Otunuga spoke on the on the topic, " Ogun State Technical Committee Framework" said the STWC was expected to achieve and establish a database for government by timely reporting of activities.

He added that planning, monitoring and evaluation were essential tools required to assist government’s administrative process in the public sector, to evaluate its performance and identifying factors contributing to its service outcome.

          Otunuga hinted that the present administration has a number of strategic priorities towards achieving greater development that has positive impact on the people.
