OGHA DECLARES ROTO INAUGURATION ILLEGAL

Ogun State House of Assembly has described the inauguration of a purported third tricycle union, Riders and Owners of Tricycle Organisation (ROTO), as an aberration of the law establishing Parks and Garages Development Agency (PAGADA), declaring that such action remained unacceptable to the policies and guidelines of the State Ministry of Transportation.

The declaration was made after the presentation of the preliminary reports of the House Committee on Transportation by its Chairman, Hon. Oludaisi Elemide, who thereafter moved the motion for its adoption, seconded by Hon. Haruna Wahab and supported by other lawmakers at a plenary session, presided over by Speaker Oluomo.

According to Elemide, the Committee during its previous meeting, which had six lawmakers, the State Commissioner for Transport, Engr. Gbenga Dairo, his Permanent Secretary, Mrs. Olusola Osasona, among others in attendance, observed that the purported inauguration of ROTO was done unilaterally by PAGADA, without the knowledge of the Ministry of Transportation, as there were challenges in the leadership of PAGADA in understanding the relationship between the agency and the Ministry.

The report partly reads, “the inauguration has generated a lot of confusion and threatened the peace of the State, based on various verbal and written petitions received by the Committee’’. 

In another development, the Assembly has directed the State Attorney-General and Commissioner for Justice, Mr. Akingbolahan Adeniran to organise seminars\workshops for Heads of Ministries, Departments and Agencies (MDAs) of government, to avail them with the provisions of operational laws guiding their scope of duties.

This is to be done with a view to ensuring that the heads of the MDAs design and formulate programmes and policies within ambit of the laws establishing them.
